ADDENDUM/CLARIFICATION #1 ALONG WITH THE “ACKNOWLEDGEMENT OF RECEIPT OF ADDENDA” FORM MUST BE COMPLETED, SIGNED, AND RETURNED WITH ALL ENVIRONMENTAL ATTORNEY AND REDEVELOPMENT ATTORNEY SUBMISSIONS. FAILURE TO DO SO WILL RESULT IN REJECTION OF YOUR PROPOSAL.

ATTORNEYS -

Affordable Housing Attorney-Cherry Hill Township desires to appoint an attorney whose responsibilities will be to represent the Township on all matters related to affordable housing, conduct legal research analyses and interpret all new regulations and obligations imposed upon the Township under law and represent the Township in any litigation and other matter necessary for the calendar year 2021.  Bidders should demonstrate superior knowledge of COAH rules and regulations.   Any experience or knowledge of matters that directly affect Cherry Hill Township should be addressed.  Bidders may be an individual or a firm.

Environmental Counsel- Cherry Hill Township is seeking legal counsel whos responsibility will be to represent and advise the Township in any claims filed against it involving environmental contamination; remediation; the New Jersey Spill Compensation Control Act; National Resource Damages; Water Pollution Control Act: Sanitary Landfill Act; and regulations, requirements and/or violations set forth by the New Jersey Department of Environmental Protection for the calendar year 2021. In addition said legal counsel must also be familiar with and have experience with claims seeking insurance coverage on behalf of the Township against any and all potential carriers wherein coverage may be available. Bidders must demonstrate knowledge of both environmental issues as well as insurance coverage issues. Any experience and knowledge in these areas should be identified. 

Conflict Attorney - The selected attorney will be expected to provide specialized professional services to the Twp during the entire year on an as needed basis.  Various issued arise during the normal course of business involving the need for professional services on matters that will require guidance & advice from the aforesaid professional.  Because such services, at times, represent emergency situations, the attorney will be expected to return a phone call to the Twp on the same day.  The attorney will also be expected to be available to provide advice to the Twp during non-business hours including the attendance at meetings when requested.

Tax Appeal/Conflict Tax Appeal -  The Twp desires to appoint an attorney whose responsibilities will be to represent the Twp in all matters related to tax appeals & other matters relating to the taxation of real property, including: conducting legal research and rendering legal opinions, representing the Twp in any litigation & any other manner necessary for the calendar year 2021.  Proposers should demonstrate knowledge of tax appeals and other related matters.  Any experience or knowledge of matters that directly affect the Twp should be addressed.  Proposers may be an individual or a firm.  The Twp will appoint a Tax Appeal AND Conflict Tax Appeal Attorney from the bids submitted.

Planning Board - The Twp & its Planning Board desires to appoint an attorney consistent with the provision of th Municipal Land Use Law, N.J.S.A. 40:55D-1 et seq, whose responsibilities will be to represent the Planning Board at all of their respective regular & special meetings & work sessions, conduct legal research & render legal opinions, represent the Board in ay litigation & assist the Board in any other manner as necessary for the calendar year 2021.  Bidders may also be required to service in a similar capacity for the Zoning Board in place of the appointed Zoning Board Attorney if the Zoning Board Attorney cannot perform his/her duties.  Bidders should demonstrate knowledge of the Municipal Land Use Law, zoning  & planning, preparation of resolutions, redevelopment law & other matters pertinent to the Planning Board.  Any experience to knowledge of matters that directly affect Cherry Hill Twp should be addressed.  Bidders may be an individual or a firm.

Zoning Board - The Twp and its Zoning Board desires to appoint an attorney consistent with the provision of the Municipal Land Use Law, N.J.S.A. 40:55D-1 et seq., whose responsibilities will be to represent the Zoning Board at all of their respective regular & special meetings & work sessions, conduct legal research & render legal opinions, represent the Board in any litigation & assist the Board in any other manner necessary for the calendar year 2021.  Bidders may also be required to service in a similar capacity for the Planning Board in place of the appointed Planning Board Attorney if the Planning Boar d Attorney cannot perform his/her duties.  Bidders should demonstrate knowledge of the Municipal Land Use Law, zoning, preparation of resolutions, redevelopment law  other matters pertinent to the Zoning Board.  Any experience or knowledge of matters that directly affect Cherry Hill Twp should be addressed. Bidders may be an individual or a firm.

Labor - The Twp desires to appoint a labor attorney whose responsibilities will be to represent the Twp in all matters related to labor & employment law, labor negotiations conduct legal research & render legal opinions, represent the Twp in any litigation & any other manner necessary for the calendar year 2021.  Bidders should demonstrate superior knowledge of labor negotiations.  Any experience or knowledge of matters that directly affect the Twp should be addressed.  Bidders may be an individual or a firm.

Redevelopment - The Twp desires to appoint a Redevelopment Attorney whose responsibilities are listed in the specifications for the calendar year 2021.  Any experience or knowledge of matters that directly affect the Twp should be addressed.  Bidders may be an individual or a firm.

Tax Foreclosure - The Twp desires to appoint an attorney whose responsibilities will be to represent the Twp on all matters related to the prosecution of in rem tax foreclosures on behalf of the Twp for the calendar year 2021.  Representation shall include all actions necessary to file an action in the Superior Court of NJ to foreclosure tax liens held by the Twp & seeing same through to conclusion, including representing the Twp in any related bankruptcy actions, contested foreclosure.  Proposers should demonstrate superior knowledge of NJ Tax Sale Law.  Any experience or knowledge of matters that directly affect the Twp should be addressed.  Proposers may be an individual or a firm.
